Children can become Australian citizens. Parent applies on their behalf. Same requirements: residency, character, etc.
Children Born in Australia
Born to PR parents: not automatic citizen. Parents must apply (similar to USA). Born to citizen parent: automatic citizen.
Adult Applicants
Over 16: can apply independently. Under 16: parent/guardian applies. Both must take test (if over 18).
